Former Mayor Stephen R. Reed is under fire for Harrisburg’s debt

EDITOR: Although we recommend the article be read at length, it misses the points that Bill Keisling’s series has made and will substantiate: Insidious Republican and Democrat officials and supporters systematically exploited the city taxpayers over two decades for their own gain and profit, thus running up an unmanageable bond debt. Nor does it only apply to Harrisburg. We witnessed a smaller version with the Convention Center project.

Stephen R. Reed never imagined he would have to defend his accomplishments. For most of his 28 years as Harrisburg mayor, Reed was widely regarded as the city’s savior.

People knew some of the tricks he used — transferring money from one pot to another to cover deficits, using the Harrisburg Authority as a piggy bank to buy historical artifacts, and pushing an ever-growing debt down the road…

Yet during all those years, according to Harrisburg’s former receiver, David Unkovic, Reed used fiscal sleight of hand — or worse — to build a house of cards. Today, Unkovic said, the house is about to collapse…
