The grand jury probing legislative corruption has some ideas for lawmakers

Elect the grand jury governor. That’s what many Pennsylvanians no doubt are thinking as they take in the reform recommendations made by the grand jury empanelled to look into legislative corruption in Harrisburg.

In a 34-page report, the grand jury offered ideas that are compelling to taxpayers and shocking to our legislative leaders:

Combine functions such as personnel, information technology and print shops into professional staffs hired based on competence and get rid of the one-for-each party system that rewards political loyalty…
