“’Everybody believes we can’t keep spending this way,’ he said. ‘If you don’t want to spend this much money, don’t send us as many people. We’re the symptom. We can be part of the equation, but we’re not going to be the answer.’” …

“He also surprised more than a few people when he announced he was canceling the planned construction of a prison in Fayette County and revising plans for another one in Montgomery County.   ‘Prison construction is not economic development,’ he said.”
