Reading’s poverty rate should be wake-up call to state legislators

From the HARRISBURG PATRIOT-NEWS Editorial:

Gov. Tom Corbett and state legislators can ignore what is happening in Reading and other cities in this commonwealth or they can wake up and attempt to do something so a Pennsylvania community never tops the list again of poorest places in this nation.

According to the U.S. census, the city of Reading has the highest percentage of residents living in poverty among cities over 65,000 people…

The state has hamstrung cities from innovating by placing too many mandates and restrictions on what they can do as well as limiting options they have, especially to raise revenues in ways other than via property taxes…
