PennDOT needs a U-turn in its thinking

Three years ago, Pennsylvania adopted a long-term strategy for providing money to fix the state’s crumbling transportation infrastructure.

It was known as Act 44 and included the tolling of Interstate 80 as a key funding provision.

When the federal government under intense pressure from officials representing communities along the interstate rejected that plan, the funding proposal was thrown into disarray. At that point everyone understood that the one-time additional $450 million the Pennsylvania Turnpike Commission was scheduled to give PennDOT this year, in large part from the tolls, was off the table…
