Republican lawmakers in Harrisburg apparently have decided it is better to send as much gas-industry profit as possible to Houston than to cut in the commonwealth – the people of Pennsylvania – on a fair share of the wealth that lies beneath two-thirds of the state.
The House and Senate Republican caucuses refused to move toward a compromise that would establish a fair “severance” tax on natural gas being extracted from the Marcellus Shale.
Those lawmakers agreed to a budget last summer that included a commitment to enact a severance tax by Oct. 1. Their refusal to comply with that promise means that Pennsylvania does not actually have a complete budget…
