EDITOR: Lancaster County Solid Waste Disposal Authority has failed to provide any outside expert evidence that there are plusses for Lancaster County residents in exchange for a highly dubious $200 million expenditure, all cost factors included, to acquire the trouble plagued and environmentally questionable Harrisburg incinerator.
