Attorney hired by Harrisburg City Council vows to fight against state takeover

— Vowed a legal challenge to a bill now pending before the state Senate that could put Harrisburg and any other city that fails to adopt a fiscal recovery plan under the state’s Act 47 into state receivership.

Schwartz called the bill — which has been developed in tandem with Gov. Tom Corbett’s office and which Corbett has said he will sign — an “unprecedented power grab that ignores the Constitution.” It also amounts to an unfair change in the distressed municipality law after Harrisburg entered the process last fall, he said. …  (more)
