To pay for it all, Wolf proposes a 5 percent tax on Marcellus shale and a 30 percent tax on smokeless tobacco. Estimates on shale tax revenues vary widely, from $500 million to $1 billion annually. Smokeless tobacco could generate $60 million annually, his campaign estimates… (more)
