One has to look back at how this got started and that was money in the form of IOU’s from Harrisburg to people like High. It happened all over the state, that is why no one bid on Lancaster. It was unwritten to stay away from Lancaster County as our main man stays out of Buck, Allegheny etc, because there is a company like his in every region.
