When is the population sampling large enough?

A 489 person state wide poll “GOP hopefuls have healthy leads” is considered adequate by the Intelligencer Journal New Era for its lead  front page article, yet when Fox 43 in 2005 had a prominent national public opinion  surveyor conduct a poll of 500 persons from Lancaster County, supporters of the proposed Convention Center project condemned the sampling as inadequate.

The Fox 43 survey indicated that 78% of those with an opinion opposed bounty guarantee of convention center bonds, which was the point of contention between Penn Square Partners (High Companies and The Lancaster Newspapers, and formerly Fulton Bank for a token amount) and the County Commissioners.    That information, the purpose of the poll,  was ignored in the small newspaper accounts.
