Was Wisconsin judge election rigged?

In the town where the 14,000 votes were discovered two days after the election, that turned a Democratic victory into a Republican victory they started the recounts today.  Out of the first 6 bags of ballots recounted 5 of them were open widely enough to allow ballots to be taken out or added to the supposedly sealed bags.  Ho do you prove election fraud?  How do you prove a legitimate election?
