Perhaps most notable is the instance most often cited as a success: NATO’s 1999 bombing campaign to force Serbia into abandoning the renegade province of Kosovo. It worked, but barely. With the tactic apparently failing, NATO was planning a ground assault that it had not anticipated. Only then did Serbia capitulate.”

WATCHDOG: Lybia is no Serbia!   Serbia was an Eastern European nation with a powerful and and experienced military.  More importantly, the bulk of its population was behind the government and Russia was its sponsor.  In contrast, Lybia’s government lacks the support of the population and its military is weak, divided, and apparently ineffectual.
