Tougher dog law having an impact

When the state shut down Lehigh County kennel owner Derbe ”Skip” Eckhart’s operation last year, it marked its biggest triumph yet under a stiff new dog law that went into effect in 2008.

In a testament to the new law’s muscle, Eckhart’s Almost Heaven Kennel in Upper Milford Township was among more than 100 breeding facilities in the state that have closed or been shut down in recent months. While the Bureau of Dog Law Enforcement has taken action against some kennels, others have opted to close rather than meet new standards on animal care and facilities.

Animal advocates applaud the actions but say the Department of Agriculture, which oversees the bureau, still isn’t applying the law as stringently as it could…
