With federal stimulus money going away and pension costs rising, all bets are off next year when it comes time to set tuition rates for students attending the 14 state universities.

But this year, students were spared the pain of the larger tuition increases that faculty, staff and university trustees said should be considered to support the system in the face of its financial challenges.

The State System of Higher Education’s governing board on Thursday set the tuition for in-state undergraduates at $5,804 for 2010-11. That represents a 4.5 percent increase, or $250…
