Push to change Pa. electoral system well-organized

MORNING CALL:  Special interest groups that don’t have to disclose their sources of money are behind two efforts to alter the way Pennsylvania allocates its precious Electoral College votes after presidential elections…

One plan, largely backed by Republicans aligned with a group called All Votes Matter, would take campaigns out of the big cities, where most Democratic voters live, and put them into more competitive (and Republican by voter registration) congressional districts.

The other, largely backed by Democrats and tied to a group called National Popular Vote, would force candidates to campaign in every state, not just the largest battleground states. The winner of the nationwide popular vote would win enough Electoral College votes to win the presidency….  (more)
