PRESS RELEASE: Commissioner Martin Appointed Chairman of CCAP Committee

(Lancaster, PA)—Commissioner Scott Martin, Vice-Chairman of the Lancaster County Board of Commissioners, was appointed Chairman of the County Commissioners Association of Pennsylvania’s (CCAP) Committee for County Criminal Justice Systems Best Practices for the 21st Century (21st Century Best Practices Committee), a committee which he served on in 2009.  Commissioner Martin will also serve on CCAP’s Board of Directors as an ex officio member.

“It is an honor to be asked to serve in this capacity,” said Commissioner Martin.  “Prison overcrowding is a complex and expensive dilemma that adversely affects counties and taxpayers throughout the Commonwealth and especially Lancaster County.  Discussions such as the ones initiated by CCAP’s 21st Century Best Practices Committee are key to finding effective statewide solutions.”

The objective of the task force is to review the recommendations contained in the final Prison Overcrowding Task Force Report, and develop a strategy for implementation, including tools for counties to adopt, policy initiatives, possible additional grant funding, and state funding for county jail building/expansion projects.

“I know how these issues impact Lancaster County. We share many of the same challenges as other counties statewide. As a leader of this Association, Commissioner Martin can make a stronger voice for LancasterCounty and all the counties in Harrisburg, Washington and all of Pennsylvania,” said Joe Giles, President of CCAP and an Erie County Commissioner.

In addition to serving as Chairman of the 21st Century Best Practices Committee, Commissioner Martin will also continue to serve on CCAP’s Human Services Committee which is responsible for consideration, development, and advocacy of all legislation, regulations, and other policy matters relating to existing and proposed county human services programs.
