Pa. House measure to curb perks stalls out

Less than 24 hours after newly sworn-in House leaders proclaimed a rebirth of bipartisan cooperation in the Capitol, party differences stalled a substantive legislative-reform initiative.

The five top leaders – two from each party plus the Republican speaker of the House – had been expected to reach a deal Wednesday to end state car leases for legislators, and require members to document daily expenses and contribute to health insurance.,,

Both sides described the talks as productive, but in the end there was no deal. Not yet, anyway.
