Judge gives Harrisburg incinerator its own overseer

PATRIOT NEWS: Harrisburg Receiver David Unkovic insisted this afternoon that he will continue with his fiscal recovery plan for the city, even though a Dauphin County judge has ordered a separate receiver to be appointed to run the city’s incinerator.

President Judge Todd A. Hoover ruled today that a receiver can be named to operate the incinerator and see to payment of its debt on bonds issued for refits of the burner. A receiver for the incinerator was sought by several creditors, including TD Bank and Assured Guaranty Corp.

Hoover found that a receivership for the incinerator was not barred by the state law enacted last fall that led to Unkovic’s appointment as receiver for the debt-wracked city. Unkovic and the Harrisburg Authority, which owns the burner, had fought the appointment of a receiver for the incinerator, insisting that it would hamstring Unkovic’s efforts to dig the city out of a debt hole that exceeds $317 million…  (more)
