Harrisburg receiver David Unkovic cites ‘political and ethical crosswinds’ in handwritten resignation letter

Unkovic’s remarks are curious given the broad powers state law gave him in carrying out the major planks of his fiscal recovery plan, which called for raising cash from a variety of city assets, tax increases and greater efficiencies at city hall.

But in one potentially important development, a Dauphin County judge ruled last week in a case driven by county officials that a second receiver could be appointed to oversee operations of the Harrisburg incinerator and see to payment of its debt… (more)
