Harrisburg Authority appeals incinerator receiver ruling

HARRISBURG PATRIOT-NEWS:  The Harrisburg Authority has filed an appeal of Dauphin County President Judge Todd Hoover’s ruling to allow for the appointment of a second receiver to take over operations of the city’s incinerator and see to payments of the trash burner’s debt.

Hoover issued the ruling late last month after several city creditors, including TD Bank and Assured Guaranty Corp., sought the receivership
