Did Redevelopment Authority over pay for parking lot?

So I read the recorded deeds for Lanc City in the Lancaster newspaper  the other day and saw this:
 
Prince Street Associates LP and 415 Inc. conveyed property on a public road to Redevelopment Authority City of Lancaster for $810,000.
 
Hmm, what building on Prince is worth $810k? 
 
Lancaster’s GIS parcel search on the name “Prince St A…” doesn’t say much.  No address given for the location.  Plug in the acct # into the other Lanc GIS parcel search… which identifies the parcel as the parking lot behind the Brickyards…. HFS, $810k for an empty lot.  Oh yeah, we need to build a parking garage to generously solve the parking issue for the guy we are giving the Lanc Press Building.  Amazing.
