Two days after the explosion, Chevron denied access to the site to an emergency response team from the state Department of Environmental Resources. Every drilling permit issued in Pennsylvania mandates access to well sites by DEP personnel.

Great credit in this case goes to DEP Secretary Chris Abruzzo, who arrived at the site the following day and reminded the company of its permit obligations. Chevron relented, meaning that DEP regulators did not obtain access to the site until three days after the explosion.
