Dauphin County prosecutor talks strategy in Harrisburg debt case

HARRISBURG PATRIOT-NEWS: No charges have been filed, but Dauphin County District Attorney Ed Marsico said he is exploring possible strategies for prosecuting those responsible – should that occur – for the capital city’s financial paralysis.

Self-liquidating debt doesn’t count toward a public entity’s overall borrowing limit under Pennsylvania law. The law also requires that entity to reflect any relevant change in circumstance in its annual filings with the DCED…

The city’s filings should have been adjusted – but never were – as multiple incinerator retrofit projects ran over budget, over schedule and failed to yield more revenue. That would have meant less self-liquidating debt and, therefore, less borrowing capacity, according to testimony during state Senate hearings. … (more)
