D.C. marijuana decriminalization law takes effect

USA TODAY: A marijuana decriminalization law passed by the D.C. Council in the spring took effect Thursday at 12:01 a.m. after a Congressional review process passed.

The new law, like others around the country, eases punishments for minor marijuana offenses.

EDITOR: This is a smart approach, be it interim or final.

The repeal of the constitutional amendment prohibiting alcoholic beverages did not legalize them. It simply allowed state and local authorities to ban or regulate. So different states and cities took different approaches and often taxation, regulation and control took place step by step.

Ocean City, NJ still does not permit the sale of alcoholic beverages by bottle or portion.
