County Press Release: “Taxpayers Save with City, County Agreement”

Lancaster, PA (November 12, 2009) – The Lancaster County Board of Commissioners and Lancaster City Council have entered into an Intergovernmental Cooperative Agreement to provide the City of Lancaster with select Information Technology (IT) services.  According to Commissioner Dennis Stuckey, “This agreement will eliminate needless duplication of services and result in a savings to both city and county taxpayers.”

“Under this agreement, the City will pay the County of Lancaster a one-time fee of $34,770 for consolidation and implementation of services and then $5,500 per month for Help Desk and Network Support Services.  The County will use this revenue to offset expenses now funded with tax dollars.  In turn, the City anticipates saving over $80,000 a year in tax dollars by eliminating redundant services and staffing.

“This is an excellent example of intergovernmental cooperation, where both governmental entities will realize a financial savings.  The County’s Information Technology Department has developed the capacity to provide this type of collaboration both efficiently and effectively.” said Commissioner Martin.  Lancaster Mayor Rick Gray noted “This agreement will provide the City with top notch technology services at a reduced cost to taxpayers.  We hope that this can serve as a model for other shared service agreements that can ease the burden on City and County taxpayers.”

“Through the intergovernmental agreement the County of Lancaster’s Information Technology Department will provide the City of Lancaster with IT services including: consolidation of e-mail and network services; utilization of the County’s file storage; implementation and utilization of the County’s Help Desk and Time Tracking systems; utilization of the County’s Geographic Information System mapping; utilization of the county’s virus protection; utilization of the County’s broadband connection; and project management for the implementation.

“This is a win-win situation for all parties involved, not only financially but also in terms of providing more effective and efficient IT services,” said Commissioner Lehman.  “We are pleased to partner with the City of Lancaster on this initiative.”
