City public Works doesn’t consult with Council

From what I have heard and am hearing, City government since Smithgall has become high paying to some people.  Also there is no accountability as the Public Works department does just about anything they want to do and do not go to City Council for approval.  For example, F & M, Harrisburg Pike, Buchanan Park areas; the residents are being pushed out with no respect.
