Proponents of a new state agency approved to consolidate drug and alcohol addiction programs have found themselves in conflict with Gov. Tom Corbett’s administration over whether that department should exist.
The Corbett administration says the commonwealth’s shrunken tax revenues are the reason why that agency, months after it was supposed to be created, still lacks a secretary.
But the House Republican who shepherded the measure through the General Assembly says the executive branch doesn’t have a choice about whether to carry out a law to establish that department…
