Article “Seniors brace for no COLA; Negative” states  “Cost-of-living adjustments are automatically set by a measure adopted by Congress in the 1970s, that orders raises based on the  Consumer Price Index, which measures inflation.  If inflation is negative, as in 2009 and 2010, payments remain unchanged.”

WATCHDOG:

Although CPI was “-0.34%” in 2009, every month in 2010 has seen positive inflation.  From January through August, inflation has been as follows:

  2.63% 2.14% 2.31% 2.24% 2.02% 1.05% 1.24% 1.15%
