“Inmate numbers may fall” states “The economic crisis forced states to reconsider who they put behind bars and how long they kept them there….States also are looking at ways to keep people from ever entering prison. Studies have touted significant savings with drug courts…”
WATCHDOG: A wag of the tail for both. We don’t know whether to rejoice or cry that it takes the worst recession in almost seven decades to cause government do the sensible things that reformers have cried out for over the years.
