Andrea McCue honored as “outstanding chief clerk”. Congratulations, but we are disappointed

EDITOR: We are delighted for Andrea McCue with whom we have always been impressed. But disappointed in that we had anticipated an announcement by Congressman Joe Pitts that he would not seek another term.

County Commissioners and Congressman Pitts Join Together to Honor McCue

LANCASTER, PA (August 7, 2015), Today the Lancaster County Board of Commissioners and Congressman Joseph R. Pitts joined together to honor Lancaster County Chief/County Administrator Clerk Andrea McCue on her selection as the ‘2015 Outstanding Chief Clerk’ by the County Commissioners’ Association of Pennsylvania (CCAP). This award was presented to Ms. McCue at CCAP’s Annual Banquet and Award Ceremony on August 4, 2015 in Pittsburgh.

“Andrea McCue is unwavering as she works to keep the county’s operations functioning,” stated Commissioner Stuckey, Chairman. “She is the point person for questions and concerns, both internal and external, regarding the daily operations of the County and its public access. Ms. McCue continually exceeds what would typically be expected of a chief clerk.”

Through her eleven years as Chief Clerk, Ms. McCue has assumed many responsibilities and duties beyond a normal Chief Clerk’s role. Among the additional hats McCue currently wears is that of the eliminated County Administrator position making her responsible for almost 20 County Departments including all Human Service Departments, the Prison, Human Resources and many others, and the quasi-Human Service Lead role, including the oversight of the Human Service Block Grant initiative. In addition, McCue is the County’s Risk Manager, serves as part of the county’s union negotiation team, and serves as a conduit between labor counsel, the unions, and the Board of Commissioners. In the past McCue has served twice as the Interim HR Director and once as the de facto Prison Warden during staff changes and served as the County’s litigation liaison with outside council under the prior County Solicitor.

“There are few in county government with experience in all of the myriad services that the County provides, but Andi’s dedication and willingness to learn new thing places her among that limited group,” stated Commissioner Martin, Vice Chairman. ”Her ‘get it done’ attitude and ability to effectively manage all parts of County government has made her an invaluable asset to the County and to its’ taxpayers.”

McCue has also played a critical role in many County projects such as: renovation of the County Government Center and the Adult Probation and Parole Building; the creation of Veteran’s Plaza, restoration of the Historic

Courthouse Dome and Lady Justice Statue; the purchase and resale of Erin Court, reorganization of Facilities, Parks, Planning, IT, Human Resources and Archives and bringing the County Solicitor and legal staff in-house to achieve cost savings and efficiencies; outsourcing of Weights and Measures and the Printing departments; facilitating the creation of the County’s own Merit Based Hiring system in place of the State Civil Service Commission; and finally serving as a key player in the County’s transition from the old 911 radio system to the new state of the art ARINC P-24 system.

In addition, McCue is known for her commitment to County employees. “Andrea is always working to find ways to show her, and the Board of Commissioners’, appreciation to County employees,” stated Commissioner Lehman, County Commissioner. “When the County could no longer do special recognitions for long time employees or the annual employee picnic due to lack of funding, Andi championed efforts to find innovative ways to fund and reinstate both programs at no cost to taxpayers.”

Despite the long hours she puts in at the County and her devout commitment to her family, McCue still finds time to serve in her community. For the past six years McCue has served as a member of the Community Action Program of Lancaster County’s Board of Directors. She also serves as Commissioner Liaison on the Library System of Lancaster County’s Board of Directors; serves as the County’s voting member of the Pennsylvania Counties Health Insurance Purchasing Cooperative and sits on their Board of Directors and their Executive Committee; and serves as a member of CCAP’s Public Institution Medical Cost Containment Governing Board. McCue is a past member of the Spanish American Civic Association Board of Directors and Finance Committee and served as Special Emphasis Program Manager for the Equal Employment Opportunity Advisory Committee.

“We are forever grateful for the work Andi does for Lancaster County both in the government office and as a citizen volunteer and congratulate her on this well-deserved recognition by the County Commissioners Association of Pennsylvania,” stated Commissioner Martin.
