Five ways to improve the health care hybrid

…The emerging plan has much to commend it. Most important, it would provide universal access to health insurance, allowing about 30 million people to obtain it and give additional security to millions more. And, despite adding about $1 trillion of federal spending over 10 years, the plan would offset this with tax hikes and spending curbs to avoid raising the deficit.

But the legislation is far from perfect. Nor is it the last word in health care reform. As the debate reaches the endgame, here are five ways the final product could be better:
